The NEB’s Participant Funding Program (PFP) provides funding to facilitate public participation in certain project hearings and environmental assessments of designated projects. Please note that PFP is not available for detailed route hearings.

Energy East and Eastern Mainline Projects
increased from $5M to $10M on 2016-06-09

On 5 October 2017, TransCanada announced the termination of the Energy East Pipeline and Eastern Mainline Projects. Accordingly, the NEB is terminating all contribution agreements with participant funding recipients effective 13 October 2017 to allow recipients time to advise their service providers. Eligible expenses related to the NEB process for the Energy East Pipeline and Eastern Mainline Projects will be reimbursed provided:

  • A final claim form [PDF 166 KB] is submitted by 12 December 2017.
  • Amount claimed does not exceed the amount awarded in a contribution agreement signed by both parties;
  • Costs claimed were incurred between 30 October 2014 (the date the proponent filed the project application) and 13 October 2017 (the date the contribution agreement was terminated); and
  • Adequate supporting documentation is provided.
Enbridge Pipelines Inc. – Line 21 Replacement Program

For recipients that have signed a contribution agreement, you must submit a claim form [PDF 166 KB] to receive payment for your eligible costs incurred. You must submit a final claim by 17 January 2018 at the latest.
Nova Gas Transmission Ltd – Peace River Mainline Abandonment Project

Manitoba Hydro – Manitoba-Minnesota Transmission Project

On 31 October 2017, the Board recommended to elevate the regulatory process to a certificate [Filing A87404]. After the process decisions have been made, the PFP will determine any impact on the funding opportunity.

In the meantime, recipients that have signed a contribution agreement, may submit a claim form [PDF 166 KB] to receive interim payment for eligible costs incurred.
