Confidential Disclosure (Whistleblower) Process
The CER encourages reporting of non-compliances associated with its regulated companies and facilities. We are committed to providing a safe and easy way for the public to report information.
Disclosures should provide specific details such as:
- any actual consequences of the alleged non-compliance such as injuries, damage to property, damage to the environment, etc.
- the name of the individual or individuals alleged to have committed, or allegedly about to commit an act of non-compliance.
- the names or job titles of witnesses present or others who may have knowledge of the alleged act of non-compliance.
- the name of the CER-regulated company(s) involved.
- the name of the CER-regulated pipeline and/or facility involved.
- specific dates and locations.
- information about whether the alleged act of non-compliance was reported to or within the company.
- information about how the company responded or failed to respond to a report of the alleged act of non-compliance.
- reasons (if any) why the alleged act of non-compliance was not reported to or within the company.
- whether the disclosure has been reported to another government agency or to law enforcement.
- other relevant information to the alleged act of non-compliance, such as documentation, incident reports, photos, etc.

You may submit information by either email or mail:
- By email: Download and complete the Confidential Disclosure Form [WORD 107 KB] and send a copy, along with any supporting evidence, to ConfDisc-DivConf@cer-rec.gc.ca.
- By mail: Print the completed Confidential Disclosure Form [WORD 107 KB] and mail or courier it, along with any supporting evidence, to the following address (please mark as ‘Confidential’):
