Dear Mr. Angelle:

As you are likely aware, Canada's National Energy Board (NEB) and the Bureau of Safety and Environmental Enforcement (BSEE) have a longstanding relationship through such organizations as the International Regulator's Forum and the North American Regulators Working Group on Safety Culture. Consistent with that collaborative relationship, our organizations established a Memorandum of Understanding (MOU) in 2013 that set out a framework for working together on opportunities of mutual interest. That MOU expired in February 2018.

As discussed between our professional staff and yours, it seems administratively efficient and effective to describe our future relationship in the form of this letter in lieu of renewing the MOU.

It is our desire that the NEB and BSEE continue to cooperate and share inf01mation on regulatory approaches, processes, best practices and other related matters (such as those noted above), and to seek additional opportunities for cooperation. Through such a relationship we anticipate mutual benefits in the promotion and enhancement of safety and environmental protection for the purpose of preventing harm.
