Cost Recovery
The Canada Energy Regulator (CER) is funded through Parliamentary appropriations. The Government of Canada currently recovers approximately 99 per cent of the appropriation from the industry the CER regulates. All collections from cost recovery invoices are deposited to the account of Receiver General for Canada and credited to the Consolidated Revenue Fund. The National Energy Board Cost Recovery Regulations (Regulations) set out which costs the CER recovers and the manner in which money is recovered. The calculation of cost recovery levies for a particular company is determined as set out in the Regulations. The CER consults with regulated companies with respect to cost recovery through a Cost Recovery Liaison Committee which is comprised of industry and government representatives.
