Inspection Officer Order LM-001-2024 issued to Bluetec Construction Inc.

On December 9, 2024, CER Inspection Officers issued an Inspection Officer Order to Bluetec Construction Inc. (Bluetec) for not complying with safety requirements when working near a CER-regulated pipeline.

CER Inspection Officers completed an inspection at the worksite near the Trans-Northern Pipeline (TNPI) in Oshawa, Ontario, after TNPI reported an unauthorized activity at the location. The inspection confirmed that Bluetec did not have a TNPI inspector present during ground disturbance work within the Prescribed Area of the TNPI pipeline. This violated the conditions set out in TNPI’s written consent when working near the pipeline; therefore, it also violated the Canadian Energy Regulator Pipeline Damage Prevention Regulation - Authorization and the Canadian Energy Regulator Act.

Following the inspection, the CER issued an Inspection Officer Order to Bluetec. Although Bluetec completed its scope of work at the location, we require the company to develop and implement written safety procedures that include the CER’s regulatory requirements. It must also outline how the company will promote safety when working near federally regulated pipelines for all future work.

We will continue to follow up with Bluetec to ensure it complies with the Inspection Officer Order.
